Regarding the liquid scintilation counters, we was visited the hidex.com and based on the information which is given in this site, we think that "Hidex 300SL (425-206)with option 462-19 external eu-152 std source and 425-018 LL PM tubes" will be suitable for us. Meanwhile if you think that the LSC produced by Perkin Elmer is better than hidex, so we can select it
with best regards.

Thank you for your e-mail.
The information is transmitted to Mirion and VF and I hope we will receive
offers as soon as possible.

Regarding the liquid scintilation counters, in our nuclear power plant we
use LSC produced by Perkin Elmer, which is american company. Will speak with
the Bulgarian representative about possible supplies to Iran. Will inform
you after I meet them.

Meanwhile you can visit hidex.com. The company is based in Finland. They
have 2 models which look appropriate (Hidex 300 SL and Hidex 600 SL). They
have representative for Middle East and Africa, which means probably there
will be no problem to supply to Iran. If you are interested I can ask them
for offer.

ِWe reevaluate the options for TSE and base on the mirion’s comments and
clarifications, we made the following changes:
1- Between the items 1.1.1 and 1.1.2, we choose the whole body gamma
detectors.
2- The items 1.2 and 1.4.3 are not necessary to be included in the final
offer;
3-The default relay (programmable SPDT) should be enough for the job.
As for the NGM 204 monitor, based on Iranian regulations, we need to monitor
and assess the volumetric activity of
noble gases released via stack by nuclide and separately.
Please inform mirion that we would like to know the offers of PING 206S,
with and without the NGM204 subassembly,
and Canberra CNSNGSM-18 as a part of PING206S (with taking into account the
seismic tests, consumables, spare parts, etc.)
and individually (which results in 4 different offers).
Also we would like to know the offers of CPM-300 aerosols monitor, along
with an iodine monitor and
NGM-2000 noble gas spectrometer in an integrated stack monitoring package
from VF Company as the second priority (in case that mirion doesn’t work out
well, all of the radiometric equipment would be manufactured by VF).
We look forward to offers as well as your recommendations towards the LSC
detectors for Tritium and C-14 samples.

Dear Mr. Raji,

Mirion have reviewed your specification for TSE monitors. They have accepted
that everything which is not deleted should be installed. Looking how you
want almost everything to be equiped they believe the things are not very
clear for you, so they have the following comments and clarifications:

Item 1.1.1 and item 1.1.2 - you should chose one of them, but not both!
Either thorax only (1.1.1) or whole body (1.1.2). It is also important to
mention that in order to use gamma detectors, the nuclear power plant should
have excellent technologists which should make the specific setup and
adjustments of the gamma detectors. After the installation, the Mirion
representatives setup only the basic adjustments of the gamma detectors. The
specific adjustments should be made by final customer and are different for
each nuclear power plant. The things are comming more complicated if
antropological measurements and compensations are also turned on. So without
excellent technologists it is better not to equip the monitors with gamma
detectors.

Item 1.2 makes sense only if persons with very different outfit will be
measured (very different hight and very different weight). This setup is
performed again by end user and the person who will do it should have a lot
of experience and time....

Item 1.4.3 - second display- such display is installed only if duty
radiation protection expert is always presented near the monitor to watch
the results from the measurement. On monitors with 2 doors (entrance and
exit doors) the main display (touch screen) is inside and the second display
is only for information and this second display is visible only when the
monitor makes measurement. If the monitor is in 'ready for measurement'
state the door is open and covers the second display.
Moreover you order client-server software which allows you watch the
measurement results from all monitors on a single PC which is located in
more comfortable place...

Item 1.7 - you should specify for what purpose you will use the additional
relays in order the manufactrurer to know what type of relays you will need
and to make the necessary corrections in the software (if it is possible).
You should specify the number of the additional relays also. By default
there is at least one programmable SPDT relay which could be triggered by
alarm, emergency, not ready to measure or similar event

On your question about NGM204 their reply is:
Regarding your question on the NGM204 detection subassembly, a full
discrimination of noble gases through SAMS will not be possible if you have
a mixture of isotopes. To take as example Kr-85 and Xe-133, if you have at
the same time Kr-85 and Xe-133 you will not be able to say which spectra is
Kr-85 and which one is Xe-133. In this case, it’s better to have a specific
HPGe detector.

1,2- Regarding the NGM204 spectrometric capabilities, Can NGM204 (or its
dedicated software - SAMS) fully discriminate noble gases from each other
(for example, Kr-85 from Xe-133) with a NaI based detection device (or Si
detectors) considering the mode of their decay (beta particles)? If NGM204
can do this, it is not need to equip HPGe detector for a higher level of
energy resolution.
3- According to our calculations and measurements, the detection range of
tritium monitors of mirion does not cover the values of BNPP-1 tritium
releases. With this and the argument made by mirion, we concluded that
tritium online monitoring shall be excluded from our modernization project.
4- Regarding the V3H14C tritium and carbon sampler offer, the quantity of
the device is pointed out to be 3. Was it your offer to make it 3 devices?
According to the technical assignment, 1 sampler device for 1 modernized
line should suffice. Please inform us about this matter.
5- for the laboratory instruments of tritium and carbon-14 radiometry (based
on Liquid Scintillators), please send us your recommended devices and
manufacturers.
6- as concern as integrated small items measuring box, "yes" we need
separate device.
7- The configuration for Two step exit monitors has been attached to this
email.

Today I received the following clarifications and questions from Mirion:

1. 1. NGM204 performs 1024 channels spectrometry acquisition based on
a NaI detector (dual silicon detector). The second silicon detector is for
compensation of ambient gamma radiations and is located behind the first
diode, not exposed to beta radiation. Reading of spectra and analyzing them
is done through dedicated software (SAMS). Iodine and Particulate channels
also perform 1024 channels spectrometry acquisition.

2. Do they need spectrometry with a higher resolution with HPGe
detectors? Changing the spectrometer with Canberra is possible in principle,
but it will take a lot of time and money for the new seismic qualifications

3. 2. Tritium monitor - is tritium discrimination required (Tritium
Oxide, Elemental Tritium)

4. Tritium in VVER NPP – very low level airborne Tritium, in the range
of 105Bq/m3 per Month. Currently we produce tritium monitors with
measurement range generally from 37 to over 74000 kBq/m3 with accuracy of
±37kBq/m3. The old tritium monitors for VVER are not produced anymore -
because of the high price there are no market requests in the last 5-6
years. The current tritium monitors might not be able to measure anything.
These monitors are generally made for NPP based on CANDU technology where
big amounts of tritium might be released. The acceptable limit for such
releases in Canada is 185kBq/m3 . Do you still need such tritium monitor.

3. For Two Step Exit monitors you should select the desired configuration
(see the attached file). The representatives of Mirion have indicated the
recommended options in the file, based on their experience. However you can
chose different options. After you chose the options, please send me the
configuration in order to transmit it to Mirion.

4. One of the options for Two Step Exit monitors is integrated small items
measuring box (see the attached file). Do you need separate device?
