Dear Marina,

I hope every thing is being implemented well for holding IAEA 60 Years ceremony as well as GC. Please find in attachment revised Action Plans of IRA 2 012 and IRA 2 013 as of 25.09.2016. I tried to specify NPPD comments in ORANGE color for being more better visible and making track change.

Let me explain some major issues on Planned tasks in Q4 2016 / Q1 2017 :

IRA 2 012 :
1- Task # 5.1.1 "To assist in development of the Local Industry Utilization Plan"; NPPD will send the necessary inputs (expectation) in the beginning of October 2016.
2- Task# 6.1.2 "EM to assist on the establishment of public information and awareness centre ", Considering the NPPD project plan to equip public information and awareness centre and the time to be provided inputs, NPPD request to be postponed it to Q3 2017.
3- Task # 4.1.5 "Group Fellowship Training on construction and commissioning management with focus on safety requirements"; NPPD in e-mail dated August 16,2016 to IAEA technical officer requested to be shifted to Q4 2017( It was forwarded to you).
4- Task # 4.1.6 " EM to assist in the review of the developed Project Management System for units 2 and 3 of the new project",to be planned in Q3 2017 as new date.

IRA 2 013:
1- Task # 3.1.1 :"WS on "modern methods for measuring hydrogen concentration in containment ", The needs and expectation have been specified by NPPD.( e-mqil dated August 06, I have forwarded to you). We are waiting for being composed the expert team for this mission by IAEA and othere related issues.
2- Task # 3.2.1 3 SV on " environmental qualification of safety equipment BNPP" , NPPD will send 3 NFs by the end of october 2016. it is expected to hold this task on Q2/Q3 2017. Taking in to account the overal objective, the suggested countries are Germany or Brazil.
3- Task # 3.8.1: "WS on development of ageing management program for BNPP ", NPPD has requested to implement it on Feb 2017 as new date ( The related e-mail sent to you)
4- Task # 3.10.1 :"EM on "Assistance on review of safety analysis model for safe operation for BNPP-1", taking into consideration the related e-mails between two sides has been shifted to 2017. the exact date will be specified in future correspondence.
5- Task # 3.13.1:EM on "Core Management calculation for Safe Operation of BNPP-1" , taking into consideration the related e-mails between two sides has been shifted to Q4 / 2017.
6- Task # 7.4.1 : "Support for the procurement ESTE environmental monitoring software specific for BNPP-1", GCS has been transferred to the project. NPPD is waiting for procurement of SW by IAEA and submitted to Counterpart.The date of submission the product will be informed by IAEA.
7- Task # 4.6.1 EM on " Assistance on improvement of the procurement system for goods and services necessary for BNPP safe and reliable operation and maintenance", NPPD will provide expectations,focus and approach and send it to IAEA by the beginning of October 2016 to more proceed.

Also,

a) Please be informed that we are waiting for the inputs/ information from your side on task # 7.3.1"EM on " Assistance on methods for gamma spectrometry analysis of primary circuit samples and on and off-site environmental samples for normal and emergency conditions of BNPP-1" to be planned in October 2016 for more proceed.(I have forwarded the last e-mail in this regard to you in 25.09.2016).
b) Next Coordination Meeting :
Firstly, please be informed that We can be ready for 22-24 November. It is obvious that availability of all participants is the condition for holding the effective meeting,but considering the current situation of the implementation of the projects as well as necessity to discuss timely on the draft of the project design of the new project, may be, it is better to make a decision to hold the meeting sooner.

I hope this email finds you well.

As you are aware, there have been several emails on various matter in relation to NPPD TC Projects. I would like to summarize the status and pending updates from NPPD and from IAEA for mutual clarification in order for us to move forward systematically. This is also to ensure we are not overlooking any request from NPPD under the project:

1. Government Cost-Share from NPPD to IRA2012 and IRAS2013

Status: NPPD had transferred Eur330,000 to IAEA account as government cost share to both projects. However, we need to receive an official information via email or letter from Iran to clarify the specific amount that is transferred for GCS and to inform us the specific project of which the funds will be transferred to. For example, EUR150,000 to IRA2012.

2. Pending Missions in Q3/Q4 2016 under IRA2012

a) EM to assist in Seismic Safety Assessment of BNPP 2 & 3 (#18 & 2.1.1 in work plan); 1 – 4 October 2016

Status: Ready for implementation - information for implementation of this mission was provided last week. Visa support number is pending.

b) EM to assist in the review of the developed Project Management System for units 2 & 3 of the new project (# 28 and 4.1.6 in work plan)

Status: Request to be postponed by NPPD – we need the new dates for this mission for preparation of the expert team and other necessary arrangements. As agreed during the May Coordination meeting, we need the scope and focus and the related documents two months before the mission.

c) EM To assist in development of the Local Industry Utilization Plan (#14 & 5.1.1 in work plan)

Status: as agreed in the May Coordination Meeting, specific issues related to local industry will be sent to the IAEA two months before the WS. We need the dates for this mission and the specific issues 2 months prior as preparation for this mission. Possible dates would be in December 2016 if we receive the specific issues this month (September).

3. Pending Mission in Q3/Q4 2016 under IRA2013

a) Preparatory mission for OSART mission (#3 & 2.2.1 in work plan)

Status: Ready to be implemented on 14 – 16 November 2016 . Official information will be submitted soon for visa support.

b) WS on "modern methods for measuring hydrogen concentration in containment " (#5 & 3.1.1 in work plan)

Status: Pending expectation of this mission from NPPD as agreed in the May coordination meeting.

c) 3 SV on " environmental qualification of safety equipment BNPP" (#6 & 3.2.1 in work plan)

Status: Pending SV nomination . As agreed in the May coordination meeting, the SV to be refocused on specific issues of integrated KWU equipment into BNPP-1 Project. This can be reflected in the SV nomination form. Review of the SV can only be done once we receive the SV nominations.

d) WS on development of ageing management program for BNPP (#9 & 3.3.9 in work plan)

Status: TO is awaiting confirmation/response from the CP for this mission. We urgently need the confirmation of dates for this mission (possible to take place end of November and December if we receive the proposed dates by next week).

e) EM on "Assistance on review of safety analysis model for safe operation for BNPP-1" (#12 & 3.10.1 in work plan)

Status: Pending information on models and any result of calculation – information needed one month prior to the mission date. Need confirmation on mission dates .

f) EM on "Core Management calculation for Safe Operation of BNPP-1" (#14 & 3.13.1 in work plan)

Status: As agreed in the May coordination meeting, IAEA is awaiting further clarification of the ToR/Scope of the mission and dates for the mission .

g) EM on " Development & improvement of training system of maintenance & repair personnel" (#18 & 5.6.1 in work plan)

Status: The Technical Officer is awaiting the scope/ToR for this mission. The tentative date is 5 – 9 November 2016 . We would appreciate to receive soonest possible the ToR to compose the expert team for this mission.

h) EM on " Assistance on methods for gamma spectrometry analysis of primary circuit samples and on and off-site environmental samples for normal and emergency conditions of BNPP-1" (#22 & 7.3.1 in work plan)

Status: NPPD had shared the scope and potential dates (second half of October 2016) for this mission on 15 August 2016. TO is reviewing the composition/availability of the experts for the specific dates for the mission.

i) Support for the procurement ESTE environmental monitoring software specific for BNPP-1 (#23 & 7.4.1 in work plan)

Status: IAEA had initiated the procurement process and awaiting for the GCS to be transferred into the project to proceed to the next step.

j) EM on " Assistance on improvement of the procurement system for goods and services necessary for BNPP safe and reliable operation and maintenance" (#42 & 4.6.1 in work plan)

Status: As agreed in May coordination meeting, NPPD to provide expectations, focus and approach by the end of june. Please advise if this was already provided for us to move to the next step for implementation.

4. Next Coordination Meeting

As agreed in May Coordination Meeting, the next coordination meeting is tentatively in October 2016. Upon survey on the availability of the technical officers, the nearest available date of which most technical officer are available in VIC is on 22 – 24 November 2016. Please advise if this date is also suitable at your side and we would appreciate to receive the nomination form the soonest possible. Once we agreed with the dates of the next coordination meeting, I will follow-up with the proposed agenda and pre-requisite information for the meeting to take place. The information would need to be submitted by 21 October 2016 to confirm that the meeting will take place for efficiency of the meeting.

Please advise if I miss any planned mission for Q4 2016 and we look forward to your response for each of the mission.
