WELCOME TO THE CONFERENCE

The WANO Site Vice Presidents' & Plant Managers' Conference is this year being hosted by WANO member Nuclearelectrica, and held in Bucharest, Romania. The conference was opened by Cosmin Ghita, Chief Executive Officer of Nuclearelectrica.

Mr Ghita spoke about the nuclear industry in Romania and how the company has developed; fully engaging into the wider industry through knowledge sharing, learning and benchmarking.

"If not properly managed, challenges become risks and if one of us is in trouble, all of us are in trouble."

He talked about the challenges of low numbers of young people entering the industry and the need to recruit the best and brightest minds who are fully brought in to the safety mission.

Ghita ended his speech by emphasising the need to maintain high standards and communicate better.

"Nuclear is here to stay."


KEYNOTE: FOCUS ON THE FUNDAMENTALS
Peter Prozesky, Chief Executive Officer, WANO

Peter Prozesky began his address by thanking Cosmin Ghita for his opening remarks, and Nuclearelectrica for their hospitality in hosting this years' Site Vice Presidents' & Plant Managers' Conference. He emphasised that in order for the conference to be successful, everyone needs to participate fully; share experience, have open discussion, and network during breaks.

He talked about how history has taught us that the front line people are the last line of defence. It isn't just about following procedure, it's about understanding your plant and the fundamentals of safe nuclear operation. Complacency, good enough, and minimum standards don't have a place in our industry.

Mr Prozesky talked about WANO Significant Operating Experience Report SOER 2013-1, on the topic of Operator Fundamentals, highlighting that nearly 25% of the world's nuclear fleet have not satisfactorily implemented the recommendations in this report.

Talked through the actions WANO has taken to address the topic of operator fundamentals, including workshops, courses, reports, discussions. You can read more about this work in the WANO Review 2018 .



SESSION 1: INDUSTRY PERFORMANCE

Kris Mertens , WANO Performance Analysis Programme Director, spoke on Findings from Analysis Reports: Operator Performance and Maintenance Personnel Performance

Alan Smith , WANO Peer Review Programme Director, spoke on Peer Review Results and Trends

Hyojin Kim , WANO Pre-Startup Deputy Director, spoke on Operator Fundamentals Lessons Learnt from Pre-Startup Peer Reviews

Jeff Place , INPO Executive Vice President of Industry Strategy, spoke on Reactor Safety and Conservative Decision Making: Line of sight to the reactor core

All presentations will be made available on the WANO member website following the conference.

SESSION 2: CAROUSEL SESSIONS
Conference participants were split into four groups and rotated around four sessions. The sessions were 45 minutes each, with a facilitator encouraging open discussion on their topic. The discussion of each topic will be summarised to all conference participants on Wednesday morning by the facilitators. The topics and facilitators were as follows:

Leadership behaviours to reinforce operator fundamentals – what’s really important?
Stephanie Smith , Director of Operations and Maintenance, Pickering NPP, OPG

Assessing training effectiveness in addressing operator fundamentals
John Benn , Plant Manager, Dungeness B NPP, EDF Energy

Operate the plant with a conservative bias – what does that mean for senior leaders?
Robert Behul , Operations Manager, Mochovce NPP, SEAS

How do you ensure sustainability of your operator fundamentals actions?
Dan Bigu , Site Vice President, Cernavoda NPP, Nuclearelectrica

The carousel session discussion will be summarised at the start of the conference on Wednesday 12 September.
