Please find enclosed the visa reference numbers for all team members. You can refer to the Iranian Embassy in Vienna and apply for your visas.
I am grateful to you for clarifying us on the mission expenses.
Concerning your questions, I would like to keep you informed of the following.
- We will provide you with the domestic tickets from Tehran to Bushehr and vice versa, and you will pay us by cash at the meeting venue.
- We will book the hotel in Bushehr (Delvar Hotel) and Tehran for the whole period of your attendance in Iran, and you can pay the accommodations by cash at the Hotels' receptions.
The transportation in Bushehr and Tehran, in all routes (Airport to Hotels and vice versa; hotels to the meeting venues and vice versa, etc.), will be provided by us.
But it is necessary to mention that all of the aforementioned activities will be done upon receiving your exact flight details (Vienna - Tehran - Vienna) and the detailed schedule of the program. We have signed this contract with the IAEA, the expenses are covered by the contract, it means expenses will be paid by us:

flight from Vienna to Tehran and vice versa;

flight from Tehran to Bushehr and vice versa;

hotel accommodation in Bushehr;

and hotel accommodation in Tehran.

We would very appreciate if you could help us with:

1) booking domestic flight from Tehran to Bushehr and back (but it will be paid by us);

2) booking the hotel in Bushehr, we propose hotel DELAWARE (we have already been there, hotel will be paid by us);

3) booking the hotel in Tehran, somewhere near your headquarters, where the ESTE will be implemented (the hotel will be paid by us);

4) please let me know whether you (the NPP) can provide for us transportation from the hotel in Bushehr to the NPP and back, every day?

We are working on description how we (ESTE) would be able to use your input data, and what could be the mode of operation of ESTE system in Bushehr. We will prepare our response to your remarks on the format of the existing data next days.

Regarding our visit in Bushehr and Tehran:

1) attached please find list of our workers which will arrive to Tehran and Bushehr (4 workers, 3 men and 1 woman);

2) also attached please find preliminary proposal of initial training plan;

3) preliminary, according to our plans, we plan to fly from Vienna to Tehran May 11 (night flight) and then continue to Bushehr on Saturday (May 12) morning;

4) we assume we could start with works at Bushehr NPP (implementation, trainings, tests) since Sunday (May 13) and finish on Thursday (May 17);

5) on Friday (May 18) we would like to fly back to Tehran and on Sunday (May 20) and Monday (May 21) execute implementation, trainings and tests at your Headquarters in Tehran;

6) on Monday evening (May 21) we plan to fly back to Vienna (night flight).

Next days we will send passports numbers of our workers.

Please be informed that as for the installation and establishment of ESTE system in Bushehr NPP, the following remarks on format of the existing data to be used as the input of ESTE software are hereby notified to you:

· BNPP responses to table 17.1 and table 18.4 have been shown in red and yellow colors, respectively.

· Currently, connection to top level system is not possible at all. And it is not possible to receive data online, but its feasibility can be studied and pursued in future.

· Offline data files can be presented on memory stick or external hard disk taking into account the time delay of archive-taking.

· Please find attached the sample of the files received from top level system as well as a sample from the archived file of this system. Format of the archived file has been specified in it. It is necessary to mention that the format for the whole plant data will also be the same.

· The important issue that you should clarify is to mention the time interval for taking archive of the parameters from top level system and transferring them to the ESTE software.

Regarding your email dated 16.03.2018, we will organize your visit during your stay in Iran from 11-25, May 2017. Due to the time required for proceeding the visa obtaining process and need to arrange the affairs, please send us the documents of the experts who will travel to Bushehr during the aforementioned period as soon as possible.

1) Answers to your questions:

1.1) “service water”... = „system of essential service water“, in Russian = „система технической воды“( используется например для охлаждения промконтура или других оборудований связанных с первым контуром) . In Temelin NPP (VVER-1000) the system name is VF40, VF50, VF60.

1.2) „Outer stack“ ... внешняя вентиляционная труба, используется только во время перегрузки топлива или остановки реактора .

In Czech VVER-1000 „Temelin NPP“, ventilation stack consists of inner and outer tube, each tube has its own radiation monitors. We do not know whether your ventilation stack is constructed in the same way, we do not know whether you have „inner“ and „outer“ tubes in the stack (внутренняя труба и внешняя труба ). Maybe you have only one ventilation tube in the stack, in such case please delete (forget) our question about measurements in „outer stack“.

2) Thank you for all other information. Your hardware is appropriate. Perfect. We are working on customization and preparing for our internal tests.

3) We would like to start with organizing of our visit to Iran. In the frame of the visit we should implement, test and delivery ESTE systems “on site” and perform training for your colleagues.

We would like to suggest the date of our visit: period between May 11 and May 25. Our stay in Bushehr and Tehran should last all together some 7-10 days. Please let us know whether this proposed period is appropriate for you, or please let us know preferred and most suitable dates for your side.

here is our resume of actual state regarding input data for ESTE systems and information obtained from you:

1) numerical weather prediction (wind field data): agreed,

2) METEO measured on site: agreed,

(but Pasquill category of stability is omitted. We propose to include into METEO data measured on-site all measured parameters, it means also rain intensity, radiation, wind rate and wind direction in all measured heights. The Pasquill stability will be then calculated by us);

3) main early warning system stations: agreed.

We would like to explicitly agree with you about the content of files at the input of ESTE (for emergencies). Can be all monitored responses in one csv file ? Or do you intent to provide monitored results station by station? What will be the method of continuous data transfer (ftp?, shared directory?) ?

Could we please discuss these matters with you through Skype (for example with your Mr. Shokrollah Abbasi – we remember him from our stay in Bushehr)?

4) Inhabitants: agreed, we will use data provided by you.
