Many thanks for your e-mail. I am very pleased to hear that Iranian companies are contacted to participate to the coming tender. I really think that it will be of benefit for all the partners of the project.
Let me try to explain: the European companies that intend to bid on the call for tender are setting up a consortium currently. Some intends to have a local partner or sub-contractor (depending on their choice) for the implementation of the project which is usual practice and has proven to be efficient. It is allowed under the EU financial rules. The only restriction is that any Iranian company that will positively reply to the request of the EU consortium is allowed to participate to only one consortium (exclusivity). If a company accepts to participate to two (or more) different consortia, the corresponding offers will be rejected. I therefore recommend that you can relay this message to the concerned companies in order to avoid such rejection.
W.r.t. Tavana, the company is identified as a end-user of the project; it will be fully associated and part of the project but cannot be part of any consortium as it will be seen as conflict of interest.µ
