I am pleased to hear that you are interested in establishing this cooperation.

Regarding your particular question, about separate or ‘all together’ certification:-

It seems to us that it might be best to identify one, or perhaps two, technical areas in the first instance.

Together we would then go through the export control and “end user” processes for just these. Presumably it will be easier to get approval for an activity with a relatively narrow scope.

In doing this we would both of us gain experience in how to do this successfully. Also, by establishing the precedent we will further contribute to making successive applications easier.

If you agree that this is a good approach we should perhaps schedule eg a telephone discussion to identify the area where collaboration would be best to begin? What do you think?
