Event Notification Report – Plant name Narora

Notification 3 – Date: 24-12-2018

Plant name:

Narora

Plant owner:

NPCIL

Unit(s) affected:

Unit 1

Reactor type(s):

PHWR

Event date:

24.12.2018

Event time (UTC/local time):

09:00/14:30

What happened:

9:00 UTC Loss of off-site power resulted in reactor trip on “No Primary Coolant Pump running on either bank” due to 6.6 KV class IV electric supply failure signal. None of the EDGs came on line to provide emergency electric supply.
Emergency Alert was declared .

9:06 UTC Crash cool down (cooling of primary circuit by steam blowing from secondary circuit)

9: 15 UTC Plant emergency declared for unit 1 as make-up to Steam Generators failed. Firewater injection to Steam Generators was not successful through design route. Fire water injection MOV to SGs (secondary side) did not open. Then fire water injection to SGs through external hook-up points was started but injection line flange at its upstream valve started leaking very badly.

Primary Heat coolant temperature and pressure increased.

The relief valve of Primary Heat Transport system was automatically actuated. SG relief valves had been already actuated during the Primary Heat Transport system crash cool down mode as per station emergency operating procedure .

9:45 UTC Site Emergency was declared .

10:10 UTC Narora Unit 2 was manually shutdown as per station procedure

Radiological Safety Officer (RSO) starts survey of plant and site areas. Operation staff working fields shifted to MCR. Radiological survey in the site areas has revealed ground level release and prophylaxis administration to station staffs is ordered.

10:30 UTC Prophylaxis administration to station staff is completed. Site evacuation of non-essential station staff was ordered.

11: 25 UTC Site evacuation completed

11:30 UTC EDGs made available, Class III power supply 6.6 KV restored. Moderator circulation started. Reactor core cooling restored by operation of Shutdown cooling pumps.

11:30 UTC Site emergency terminated .

11:35 UTC Plant emergency in unit 1 terminated .

Reactor status:

subcritical

Consequence(s) of the event:

Due to loss of off-site power and emergency power supply the core cooling is degraded. Primary system was not breached.

Event classification:

Site emergency
