Dear Pal,
As you know Iran and Russia signed the contract for construction two new NPPs ( Bushehr 2&3 ) in Nov. 2014 and its ceremony was held in September 10 , 2016. It was only the official announcement on start the contract by two countries and it is not the construction start date based on PRIS definitions.
I will explain more in GC60.

I have got NECNET news with information that construction of Bushehr-2 and Bushehr-3 units has started last week.
Please, let me know is you can confirm this information for PRIS and what is an exact day of construction starts of those two units.
For PRIS the construction Start is defined as the date, when first major placing of concrete, usually for the base mat of the reactor building, is done.
From this date the reactor is considered to be under construction.

Construction Has Begun At Iran’s Bushehr-2 and -3, Says Russia

16 Sep (NucNet): The first dig for the expansion of the Bushehr nuclear power station in Iran was made during an official ceremony on 10 September 2016, according to a statement by Russian nuclear equipment manufacturer Atomstroyexport, a subsidiary of state-owned nuclear corporation Rosatom.
Iran and Russia signed an agreement to build two new units at Bushehr in November 2014.
