Dear Abbaspour,
I hope I find you and your colleagues very well.
On my return to Vienna I have talked with Technical Cooperation Department (TC) to confirm the general framework for the possible acquisition of a software for environmental impact assessment.

The estimated cost I have evaluated with the potential provider is as follows (please, use this figures just as an indication for your internal discussion and consider that there could be minor variations, order of 10%, and that this does not constitute an offer and that a IAEA procurement procedure will take place):

Routine Discharges: 1 Main Server Software License + 1 Client License (both at BNPP)
Accidental Discharges: 1 Main Server Software License + 1 Client License (both at BNPP)
Total Approx. Euro 100000
Accidental Discharges: 1 Client License (at Teheran)
Approx. Euro 12000

Full implementation of the software considering site conditions, population information and NPP characteristics (as discussed in Bushehr and according to specifications), installation and initial training is included in the cost.
Support and maintenance for minimum 6 months is also included in the cost.
Guaranty will be agreed in the contract.
These does not include Hardware.
Longer maintenance and mayor updates, available (committed by provider) subject to further contract agreements.
Advanced Training available, (committed by provider) subject to further contract agreements.

Regarding the time schedule:
I was informed by Mr Khangi during a recent conversation that, NPPD has already discussed with TC this topic and that there are preliminary provisions to acquire the software (subject to the definitions of technical conditions by the people in Bushehr NPP) early 2016 (and not late 2015 as I was already informed). Sorry that I have not this information when I visited Bushehr,
The final budget for the project will be discussed between in November 2015.
This give us a bit more of additional time to provide you and your colleagues all the detailed information on the software you may need.
The potential provider (Mr Carny) sent me some additional information which I am attaching to this e-mail.
Unfortunately I was very busy since I came back to the Agency and I was not able to prepare the introduction for the minutes as I committed. Please apologize me.
I will do as soon as I return from a trip I am starting next week (back to the office in September 2015).
We have a bit more of time, which is good to prepare the information you need, but we will try move quick enough, in order to be ready to make the procurement the first months of 2016.
