> In a very brief email a few days ago I outlined a plan to use industry/WANO project teams to help implement several Commission recommendations. The purpose would be to help get industry buy-in on these important changes and to leverage our existing resources. Several of you said OK, but you needed more information to fully understand the idea. That’s the purpose of this email.

> During and following the BGM, Laurent and I were approached by a number of the BGM participants asking how their companies can provide assistance to WANO to implement the Commission recommendations. Several governors of Regional Governing Boards also expressed interest in helping us move forward. We have an opportunity here to gain valuable industry assistance in the many actions we need to implement, while at the same time ensuring the results of our effort are factored into WANO’s short and long term planning processes. In the end, the approach we take needs to gain the support of our WANO Regional Centres and also the support of industry. I don’t think saying “No, thank-you” to the offers of help is an option.

> Governance – We will be expected to report to the Governing Board in January 2012 on the progress we have made in implementing the recommendations. We should set the goal for this January meeting of having major milestones for the different projects in place and have commenced formation of (or formed) the various project teams.

> Team Composition – Attached is a list of projects that I believe lend themselves to this project team approach. You will see there are nine total the way I have carved up the work. I think it best if London (me personally, with Claire’s help) keeps the WANO visibility project. That leaves eight remaining. One approach to consider is for each Regional Director and each London Programme Director to lead one project. The size of the project team might vary, but I think as a minimum it would include two experienced WANO staff and two industry experts/managers.

> Oversight – Laurent feels quite strongly that oversight of these projects and the direction they take could be done by a senior steering committee. Candidates for such a steering committee might be Duncan Hawthorne, Mr Kim, the retiring CEO of ENEL (who volunteered), our new President – just to name a few who come to mind. Nothing here is intended to take away from the ultimate responsibility of the entire ELT to approve how we implement the Commission recommendations. I see the flow as project teams input to the ELT, the ELT gets advice from the steering committee, the Regional Governing Boards are briefed and approve items as needed, and finally the main Governing Board is briefed and approves what it must approve.

> Process – Most project teams should have a goal to identify the specific end activities we want in place and the time frame in the next four years (or shorter) to achieve them and lay out the milestones to achieve them. In some cases the project team should develop more specific guidance documents. For example, the EP project team may need to develop specific WANO PO&C for the EP area and further develop the specific how-to document. Atlanta Centre has already indicated they are not sure adding EP to the peer reviews is a good idea, so the project team would recommend a way forward. For each team an early action will be to identify the deliverables of the project team and the time frame when the project team will disband.

> Staffing is needed to accomplish the work of the teams. Both WANO staff and industry offered support will be needed.
>
> Two projects are not listed for immediate implementation. These are the assessment process and the increased frequency of peer reviews. I would propose we work first on those actions that help us improve quality and position us better to move on these latter two in the latter part of the next four years.
>
> One more important point: I think it is important that each Regional Governing Board approve the Region’s strategic plan for the next three years or so. In the spirit of WANO transparency I propose we share among ourselves our budgets and business plans for the next few years to hold one another accountable that the resources are budgeted in all Regions to carry out the important implementation work. Now that our members have told us to proceed, we must act – in 2012 not in 2013. If one or more Regions do not add the resources needed to be successful, it hurts us all.

> Please let me know your thoughts on this as soon as possible. We plan to send thank you letters to CEOs who attended the BGM, as well as letters to CEOs who did not attend, and in those letters to ask for resources to help with these projects. I need to know your input first. I’m going to set up a conference call for the ELT on Monday (yes, I know the notice is short) and for those of you who cannot participate I’ll call you individually to get your feedback. Details on the conference call will follow shortly.
